In reply to the query as to who is responsible for maintaining public footpaths, it is the land owner.  Parish Councils have a Power, but not a Duty to maintain.

For the past couple of years, the Parish Council’s volunteer Footpath Monitor has been doing sterling work with landowners and adding posts and signs.  He has just walked the designated footpaths and reports that, with the exception of an area at the end of Morse’s Lane, they are passable.

This is peak growing/falling over period for the vegetation and this has coincided with a reduced availability of Community Payback labour which is usually utilised.  The Parish Council has just designated an extra £1,000 for maintenance of the paths if intervention by our Open Space volunteers and/or contractors is needed to ensure they are passable.
